If nothing and no one is powerful enough, or free enough, to defy the will of God, then God is morally responsible for every single occurrence. If you slap your child, God is responsible because he could have stopped you. God is responsible for all torture, including every violent rape of a small child.
But perhaps we can defy God. If that's true then we're responsible for our crimes, and not God. This is what most Protestant Christians here in the US believe now. God gave us free will. We can commit horrible crimes, but we don't have to.
So, did God not realize that people would commit unspeakable atrocities? Genesis chapters 6 and 7 say that God created man and that man behaved so badly that God admitted that creating them was a mistake, and he fixed that mistake by drowning them all. Only he didn't drown quite all of them. He just drowned almost all of them (including all the newborn babies and pregnant women), but let 8 live. And then the descendants of those 8 when on to commit atrocities just as bad as before The Flood.
If these Protestant Christians are right, then God should never have created people. No one forced him to create anything.
