A big part of my extended family died because of "speech" - it was spoken and written orders to round them up and send them to Dachau and Auschwitz and other death camps.
Kirk was, to my ears, merely an oral gear in a machine designed to not merely incite but also to induce people to execute what had been said.
In other works Kirk was, in my opinion, screaming and screaming "fire" in a very crowded, very nervous, already very scared theater. I've come to the opinion that Kirk wanted his voice to cause a panic where people would be harmed.
